California Port’Users have a New Appointment System

Truckers and Shippers are happy about the concept, but worried about the implementation of a new appointment system for in-terminal container pickups at 10 terminals in the largest U.S. port complex.
A statement by PierPass (PP), a coalition of terminal operators in the Los Angeles-Long Beach, California ports’ complex, said 10 of the 13 container terminals agreed “on a coordinated initiative to establish appointment systems to combat ongoing delays that have nearly doubled the time truckers spend inside terminals picking up or dropping off a container.
“We support efforts that are attempting to address the congestion problems,” said an executive of the lntermodal Motor Carriers Conference of American Trucking Associations. The challenges are always magnified because of the size of the operations and a lack of cooperation between terminal operators and truckers.
(PP) said, because there are so many individual informational and operational systems to be implemented,
they believe it will be very difficult to implement the system.
On the shipper side, the National Industrial Transportation league is also focused on the promise and pitfalls.
The increasing number of containers unloaded by larger new ships has put the traditional first come first serve system under strain; appointment system are part of the growing set of tools terminals are embracing to fight congestion and reduce waiting times. The new appointment system will add supply chain predictability and reduce queues at entry gates. The move also will speed up terminal activity by matching truck appointment times to pickups of specific batches of containers instead of having one truck pick up a box at a random time.
This new system will definitely change the way we pick up containers at the ports; right now they have to wait 3 hours or more causing owner operators to sit at the port with little or no revenue.
