ARE DRIVERS AND OWNER-OPERATORS READY TO USE ELECTRONIC LOG BOOKS

Dear trucker friends, there is a little more than one year left  until the new federal mandate regarding Electronic Log Books is effective. This time, I would like to explain the most important points that you need to know in order to be well informed and comply with the new rules related to the second out of three phases of the mandate, which starts on December 18, 2017.

Who is subject to the mandate?

In general, the rule applies to interstate truckers who travel through different states moving commercial loads (as defined in 49 CFR 390.5) and are required to keep their service status records (RODS).

Who is NOT subject to the mandate?

  • Commercial drivers who use paper logs for a maximum of eight days in a period of 30 days.
  • "Driveaway-towaway" drivers carrying vehicles for sale, lease, or repair.
  • Drivers of truck models manufactured before 2000.

The first phase of information and transition began on February 16, 2016 and ends on December 18, 2017. During this first phase, all those who are subject to the mandate can voluntarily start to change.

The second phase of the mandate begins on December 18, 2017 and ends on December 16, 2019. This phase will last four years and will be used, for all drivers subject to the mandate, to make the transition to "ELDs".

The third and final phase of the mandate will start December 16, 2019. From that date, all drivers subject to the mandate shall comply with all requirements and be using ELDs

It is very important to ensure that ELDs are certified and after buying and installing the ELD, it must be registered with the FMCSA. The list of approved ELDs by the FMCSA is on their website, where you can also find more detailed information about the three phases of the mandate and also find events and training to learn everything necessary to fulfill the ELD mandate.
